We sell no cameras, hold no affiliation with Flock Safety or any vendor, and our fee never depends on what a review finds.

Here is the situation.

Cities are canceling license plate reader programs, not because the cameras failed but because "trust us, we check the logs" stopped being enough. When the question comes, a chief today has two answers: drop a tool that finds stolen cars and missing people, or ask the public to take the department's word. CivicAttest is the third answer, because it lets you keep the tool and show the public the proof.

Here is how the attestation works.

Your records administrator sends the audit export your camera system already produces. License plate numbers are converted to one-way codes on intake, and every search is checked against ten deterministic checks: repeated searches of one vehicle without a case, activity at unusual hours, outside agencies concentrating on specific plates, and more. Every item raised is a question for a supervisor, printed beside the innocent explanation that could account for it, because the review never accuses. Two documents result, and the export is deleted once they are delivered.

The sealed version

Full detail with personnel names, for the chief and internal review.

The public version

Identical findings with personnel pseudonymized, ready for the council packet and the city website.

Both carry the same verification code: SHA‑256 64e9…e946  so anyone can confirm the public version reports the same audit the chief saw.

These are the grounds for trust.

The detection is arithmetic, not artificial intelligence. Detection runs on ten deterministic checks, so the same file produces the same findings every time and every finding can be traced to its rows. The exact trigger points are withheld so the audit cannot be gamed, and they are disclosed under confidentiality to your city attorney or a reviewer of your choosing.
We tested the engine against 5.1 million records before we asked for your trust. Forty independently authored synthetic logs, a twenty-log regression suite, and eight large-file blind tests scored against sealed answer keys, all seeded with trap scenarios built to bait false accusations. Twenty-six legitimate documented responses have been presented as traps across the blind campaign and not one has been escalated, every miss is published, and so is every one of the six engine defects we have found in our own testing.
We are independent of your camera vendor. WilWell Technologies sells no cameras and holds no stake in your vendor. The attestation answers to the record, and to no one else.

Can CivicAttest audit our Flock cameras?

Yes. A Flock camera audit is an independent review of the search history your Flock Safety system records every time an officer runs a plate, and we review that export against ten deterministic checks, returning a sealed report for the chief and a pseudonymized public version for the council. We have no affiliation with Flock Safety or any camera vendor, and the same review works for any ALPR system that exports a search log.

How is our data handled?

Will you sign a CJIS Security Addendum?

Yes, if your agency determines that one is required. Whether a search log export counts as Criminal Justice Information depends on what the file actually contains, and that determination belongs to your agency and its CJIS Systems Officer rather than to a vendor. CivicAttest is prepared to sign the CJIS Security Addendum, which is Appendix H of the FBI CJIS Security Policy, and to complete the fingerprint based screening and security awareness training it requires before any file moves. It is also worth knowing that plate numbers are converted to one-way codes on intake, the review runs on an isolated machine, and the export is deleted on delivery, so the exposure in a typical engagement is narrower than most departments expect.

Is this an AI system?

No. Detection runs on ten deterministic checks, so the same file produces the same findings every time and every finding lists the exact records behind it, because nothing is generated, predicted, or scored by a model.

Does this replace our supervisors' review?
